Another report from the C40 Cities Climate Leadership Group, called "Urban Efficiency II: Seven Innovative City Programmes for Existing Building Energy Efficiency," listed some cities successfully implementing energy efficiency policies. Boston, Mexico City, Tokyo, and London are among some standouts.
